Yes, a 'Confidential' marriage certificate can be issued by a Notary. This allows you to do it all in one day! A "public" marriage certificate can only be issued by a county clerk.

Victoria offers entertaining on-site boat ceremonial services throughout the San Francisco Bay Area.
